Speaking ahead of the launch of the report of IPCC Working Group III, Antonio Guterres, the UN Secretary General has described it as “a litany of broken climate promises” and “a file of shame”.

He has said it is:

“political and economic madness to invest in fossil fuels… the truly dangerous radicals are [those] … increasing the production of fossil fuels”
